Is stage 2 worth it without supporting mods?

Some tuners offer "stage 2" maps that dont require hardware mods. Is this legit or just a marketing gimmick? I thought stage 2 always means downpipe + intercooler at minimum?

Dont want to pay for stage 2 pricing and get stage 1.5 results.

Some tuners call it "stage 2 software" which is just a more aggressive stage 1 map. Its marketing. Real stage 2 = hardware + software.

Stage 2 without hardware is basically stage 1.5. A real stage 2 needs at minimum a downpipe. The ECU can only do so much with stock hardware restrictions.
